As others have said, water directly out of the tap has been
known to cause scratching during polishing and figuring.
Distilled water can be bought at most supermarkets. I use
distilled water to mix the CeO and in the squirt bottle I
use to keep things wet ( I also add a little liquid dish
detergent to the squirt bottle ). I do all of my rinsing
with a hose. My water has a lot of iron in it. After rinsing,
I blot dry the mirror. So far I've seen no ill effects.
Others recommend a final rinse with distilled water. This
would increase the anount of water you'd need but for my 14.5",
I've only used about 2 cups of distilled water.
For the grinding stages, I don't think you'd need to worry
about it. The more grit the better.
Rouge is iron oxide but it has been selectively sized. What
you get out of the faucet is varied in size and usually has
calcium crystals added.
