I had similar problems, and would occasionally scrape off about 1/2 a mm of the
lap surface, exposing fresher pitch, then hot press and achieve good, quick
polishing action.
I also experienced hours of machine work with a thick slurry of CeO, which did
not polish at all. I might as well have had grease between the lap and work.
It's hard to describe how 'thin' to make the slurry. A tablespoon of solids in
1/2 a cup of water - or even more water is workable. A drop of detergent
helped me a lot, too.

drag across the glass. I found warm pressing, and generous cool pressing
finally brought my lap into real contact, and then I realized it had been
skidding previously - not making 100% contact before.
