ATM another question

Hello
I am in the planning phase of my split ring equatorial. I am wondering if it
is necessary to have the focusser and spider assy rotate, I thought this
would be necessary so the eyepiece would be in a comfortable viewing
position at all times. So I'am looking for some advice from you experts out
there, does the the thing have to rotate? If it does can anyone give me some
ideas on the construction?
I'm looking to build a truss type telescope.
