Given that I find 20mW already damaging to night vision on
good nights, at least with the air as it is here...

I think 12 mW is probably usable on dark night anywhere
on the planet and all the rest is overkill. In fact, my
laser is going to have its potentiometer reset so that
it outputs less than 5mW because I think it's currently
*too* bright in Belgian skies and air when you're dark
adapted.
