Looks like Krylon Ultra Flat Back is the way to go if you take the 
"matte" paint side of the debate  :-)

I've had good results sticking on black felt inside a small scope tube 
(6" f/4 Newt.).  It's robust, doesn't reflect much at low or high 
angles, but it's a bit of a pain to get it glued inside a long tube :-( 
  And not all felts are matte - some are a bit shiny - so you need to 
shop around.  Still experimenting.
