John,
As a first-time mirror maker, I assume also that he is a
first-time mirror tester. The best test is, of course, the star test.
All the numbers in the world don't mean a thing unless the star test
is good. It sounds like the surface looks smooth indoors and that's
also very important.
While doing a star test and looking at the image on either side of
focus (about 4 or 5 rings visible), do you see good ring structure on
both sides? If so, I'd say the mirror is "good enough", but maybe not
great. If the image looks almost identical (the amount of light in
each ring) on both sides of focus, DON'T TOUCH IT! It will be
excellent and you'll always be happy with it.
If you see good ring structure on only one side of focus and the
other side is a bit fuzzy, you should keep figuring. Be sure the
mirror is fully cooled to ambient temperature (at least an hour)
before testing.

Scott
