Sounds to me a bit like you are getting more action at the center of the
mirror than you want if you are trying to hold ROC where you are now.
Shorten up the stroke a bit.  Also, you don't need to be doing W strokes
now.  That is for polishing, especially for figuring.  The W just adds
to the tendency to grind the center first, and thus to deepen the curve.
 (All this depends on it being a full sized tool.  Different rules for a
subdiamter tool.)

If it is a full sized tool, and you are at the ROC you want, then swap
back and forth between TOT and MOT.  I think to hold constant ROC, you
need more TOT than MOT, but that depends some on your stroke.
