A 1mm paper tube will likely be very unstable, plus it would be subject 
to degradation from moisture.  But it could be used if reinforced with 
wood veneer or epoxy/glass.  Hobby shops dealing with R/C models sell 
several products in this class,  thin bendable plywood and lightweight 
glass fabric and epoxy finishing systems.  They are available in small 
quantities for a project like yours.
