I saw one at a star party; it compares the brightness of an LED to the
surrounding sky, and uses a digital meter to measure LED current. Quite
precise, though not "accurate," since readings are relative. Still, one
can compare different parts of the sky and different sites. The visual
matching is very much like a grease spot photometer.
I'm sure I can get names and plans from the local (Albany (NY) Area Amateur
Astronomers) folks.
