I was thinking that we could just buy a few of these and loan them
personally. I'd contribute to the cause.
If they were put in a little chassis and some connectors were put on would
there be a problem shipping them personally from country to country.
I have no experience with this.

Generally the problem is either the export restrictions or just the hassle
of shipping out of the US. Many countries don't allow for the free passage
of evaluation boards and so forth so that means all kinds of stupid customs
stuff. If you're outside the US, it's often well worth it to find somebody
here that will do the private mailing of such stuff via FexEx or such to
your location.
I've gotten a fair number of these evaluation boards for various chips and
they work well (the manufacturer is very interested in insuring that they do
run and if there is software with it, the software usually ports into some
format that is readily recognizable for the system involved. After that
tho, things can get very primitive!
I might note that some companies supply the boards at a very low cost while
other companies tend to price the boards at the true cost of manufacture
plus profit.
