One way to view that $30 drill dress is as a polishing machine motor with a 
built-in variable speed transmission.  For the money you'd have a hard time 
putting together an equivalent motor and a double-jackshaft arrangement.

The typical slowest speed of ~200 RPM is a little fast to directly drive a 
polishing spindle.  Unless you're doing small optics...  But a another 
single (large) reduction can bring it into a useful RPM range.  That final 
reduction might be from a 1" pulley to a 20" plywood disc with grooved 
edges.  You could even mount several different diameter drive pullies on 
1/2" shafts and swap them out in the chuck.

There's an article in the old three-volume ATM books about using a drill 
press as a polishing machine.  Just thumb through and look for the drill 
press pictures.
