I suspect that dog biscuit comes from stroke technique rather than from the
polishing agent. Perhaps rouge reduces dog biscuit by forcing the worker to
integrate more strokes.
Using only email for communication, it's hard to visualize the pitchlap
condition and the strokes that are actually being used. "Use rouge" might
be the most practical written advice that can be given to cure dog biscuit.
Maybe that will change when we all have webcams and high speed connections.
