I downloaded it, !! 15 meg!! . Just looked at it and found that alot of the 
formulas used were in a MathCad program.  I tried to copy and paste to 
MathCad and fumbled rather nicely.  It appears the PDF file representation of 
the MathCad was in some sort of graphics for parts of it.  I will try to hand 
input it later.  There are enough references in the paper that you may be 
able to contact the author.  I nice paper, and I will try to digest it later.
