1.a  Or even longer, depending on the height of the pesky lights.

1b.  Make an observing shield. There was a Chinese restaurant built behind
my place last year, with 8 downward-pointing 24-hour security lights. NO
chance they will turn them off.

A 9x12-foot sheet of black 8-mil-thick plastic, duct-taped to two 10-foot
lengths of steel electrical conduit, is now my 'Great Wall.' Stuck in the
ground or clamped to my back fence, it works very well.
