Yes, it CAN ! Just use wires instead of rolled steel as described in
Texerau. Granted, wires won't be exactly tangential, but they will
be OFFSET from the center, tremendously increasing the stifness and
resistance to rotate (this is akin to having somewhat smaller diagonal
holder to which wires _are_ tangential)

Note that even though wires are not radially positioned, the oposite
ones _are_ parallel.
This scheme has strength MANY times comapred to those radially mounted
spiders. Makes you kinda wonder why people don't use it more often
(even commercial spiders, those with reasonable reputation, are stil
made in grossly inferior form of radial geometry).
