Dale, he's not talking about rules here but rather just a wet the
thumb and put it into the air guestimate. If you want to, you
can indeed build the ring diameter to actually be less than the
mirror diameter. I'd suggest tho that you do that with a larger
mirror rather than a smaller one and that the focal length be
shorter rather than longer.
I'd also suspect that for calculating, if you wish to do so, that
there be a fixed number in there plus the variable of the mirror
diameter to do the calcualtion. Even then, that will probably
fail at either end of the size calculations anyway.
