You've got it only partly right. Light doesn't exceed it's speed
when going through such a possible material, but rather that it
EXCEEDS THE SPEED OF LIGHT IN A VACUUM! The words in caps are
the key here. To get a negative index of refraction, the speed
through the material needs to be faster than the surrounding
medium. If we all lived in glass, the air surrounding us would
indeed have a negative index relative to what we know of.
