The longer scope will do fine for planetary work while the
shorter one will do best for hunting the fainter fuzzies.  The
thing here is that the fainter fuzzies would be best found by a
larger diameter scope which means you really want to do the 4"
scope as a planetary scope.
I'd suggest to her that she do the scope as long as she is so
that the planets can be easily seen with it.  Leave the faint
fuzzies that can be seen at low powers for another scope which
can bring more light to the eye.  Planets don't need light
capture so much as higher powers to bring their size out from the
stars.
