Just one 3-inch fan should be enough for a 13 inch scope.  If you think you
need more, then I would get a bigger fan instead of adding a second fan.
But be sure to spend a few extra pesos for a good fan with quality bearings
to avoid vibration problems.

You can also hang it from rubber bands or something similar. This seems to
help considerably, just what I'm told, not sure.
