Don't bother to make an iron tool.  For something one off, that
is a lot of work for no real gain.  Just pour a concrete or
dental stone tool and do the final grining with that and then put
the pads on it to polish the surface.  The results will be the
same.
If you really want an iron tool, you first need to turn one on a
lathe to the right curvature.  This calls for a bit of math to
determine the depth for each radius and then cut it.  After that,
you need to make it's mate and then grind them together for a bit
so that the rings from the cutting are out of the surface.  You
end up with both a convex and a concave tool and the concave is
used to match the convex whenever the tool needs refinishing.
