Wilbur Wright once said "he who desires perfect safety in flying would do  
well to sit on a fence and watch birds." Any table saw work is dangerous, but  
milling coves by the method proposed is routine in a fine woodworking  shop.
 
First plot out the shape you need on paper to give you the height and width  
of your proposed cove cut. Raise the blade to that height. Now fasten two 
rails  together with a couple spreader pieces, using one screw or nail at each  
junction, to fashion a set of parallel rules. Lay this on the table saw and  
play with the approach angle until you find what works, then clamp or  mark the 
rails, remove the spreaders, and, as you already said, make  several passes 
raising the blade with each pass.
 
This will result in an elliptical cut, of course, but the ellipse ought to  
be slight enough as to be indistinguishable from a true radius. If not, go  to 
a smaller diameter blade.
