The problem is that the tubes are an odd size (undersized) for current
construction.  There is an increased concern for more substantial
construction, both for earthquake resistance and for weather related
events.  10" dia columns are not suitable for anything over 8 ft in
commercial construction loads.  You typical floor-to-floor or
floor-to-roof dimension for a commercial building is 11 ft.
