Silicone will adhere to almost anything.  Three blobs
will do.

Have you cleaned the backside of the mirror and the
mount with alcohol?  If so, it will hold better.  If
you don't think the alcohol is enough, use a baby
wipe.  Those things will clean anything off of almost
anything (anything a kid can get into, from makeup to
drain oil) but will leave a soapy residue.  Alcohol
will remove that.
