The schiefspiegler is a tilted component scope. Don is describing an
off-centered scope and there is a difference. The TCTs use centered conic
sections.
Don, the off centered (off-axis) mirrors are used quite a bit. Segments for
big scopes like the Keck down to small mirrors for optical bench work. They
are supposed to be very tough to make, at least by hand. The exception, in
your case, is to make a 22" mirror and cut a couple of 10 inchers out of
it. That's the normal practice for small mirrors if I understand it
correctly. Of course you have to mask off the edge.
Depending on what you are trying to do, there are probably better and easier
designs. You can also just mask down the 22" for planetary work.
