I'd say ditto on Mike's comments, but would add that I
use plain old concrete from Home Despot and it works
just fine for me. As long as you're meticulous about
cleaning between grits, you should be scratch free.
One used toothbrush and a water hose is all you need.
Just make sure to pour the tool "deep" (or thick)
enough so that it won't warp on repeated drying and
wetting! Made that mistake--just once...concrete IS
cheap after all! :^O
I did not seal my concrete/tile tools. 
On my last one I learned not to bother with trying to
make it look pretty by filling in the tiles all the
way to the edge. On my first concrete tool I added
single tiles and pieces to the edge (i.e. they were
not connected by a mat) and several came loose,
particularly in the finer grits when tool and mirror
stick to each other occassionally.

CONCRETE is more like 24 hours to set up well.
