Jay, you may want to look on my website for probably the easiest method of
making a tile tool.  Epoxying tiles to anything is just an expensive slow
method of doing a tile tool.  You can get dental plaster off of the web for
about $25 ($18 plus shipping) or try your local dental supply warehouse if
you have one in your area - your dentist will tell you where there is one or
he may even help you make the tool.
For tile, I've been using the DalTile 1" ceramic tiles although they also
make the hexagonal tiles that Willmann-Bell uses.
