Yes. The polish with rouge should be a bit better in micro smoothness. Also, rouge tends to produce a less "dog biscuit" like surface. Good technique can produce low dog biscuit with CeO. Bad technique can produce bad dog biscuit with rouge, but reasonable technique will probably produce less with rouge.
Rouge may also be helpful during figuring. It has slower action and allows one to make figuring corrections more slowly.
I have found zirconium oxide is slower than CeO and produces less dog biscuit. It has the advantage of being less messy than rouge and the disadvantage of being more expensive. If you only use it during figuring, the extra cost isn't too bad.
Don't let zirconium oxide dry on your mirror. It doesn't like to come off.
