Mailman is set this way by default and suggests that you leave it that way.
Some times people read a post and forget it is a list post and could send what
they think is a personal reply to the list.

It requires that if you WANT to post to the list, you take action.

Let's take me as an example.  I can be a real wise axe and say things 
that could
be interpreted as mean if you didn't know my nature.   I'm not the bleeding
heart liberal Richard can be sometimes.   ;-)   So, if I sent this to you in
private, like now, Richard wouldn't see it and we could have a good chuckle.
If I were to accidently send this to the list, I wouldn't mind Richard getting
mad.  His getting even might scare the hell out of me though. ;-)  But that
could lead to lots of hard feelings with lots of people.  So, this setting is
considered a 'safety'.

I don't set the policy for this list, but I agree with this one 100%.
