I think he's already using an undersized tool on top. And you're right,
the center is getting shorter, while the edge (hardly touched) is getting
left longer by comparison.
Brent, you didn't try my advice. Very long, wide strokes with the 10",
over hanging the edge 4". You only tried 2". That still wears an awful lot
in the center. You need to generally avoid the center.
Again, use localized pressure on the tool. As your W takes the tool
from one side of the mirror to the other, apply pressure to the side that's
nearest the edge. As the tool goes beyond the edge, apply pressure with the
hand that's still over the mirror so the tool doesn't rock on the edge. But
use very long strokes, and keep the most pressure right near the edge. If
you're successful at working the 80 to 90% zone the most, the ROC of the
edge should begin to shorten, while at the same time, the ROC of the center
should begin to lengthen. Be persistent. If it doesn't work, try something
else. I know you've gotten lots of sometimes conflicting advice.
And don't forget that if none of this works, short strokes with a
full-sized tool will get you there eventually. You just have to make the
tool.

What is happening is that the center is becoming spherical while the edge is
falling behind in going to the new ROC of the mirror.
Flip the mirror and tool and do some TOT just as you have been doing and the
edge will quickly become folded into the new larger ROC that you will be
developing.
