There are observing chairs available commercially and then there is the one
at the Denver Astronomical Society's web pages that is often called the
Denver Chair.
Dewing is a regular part of most locations and Kendrick has a whole setup of
heaters that will do the job. If you want to do it yourself, strings of
small (1/4W resistors) will do the job just fine. You want about 5W or so
max power from the string, the amount of power depending upon the area you
need to heat, so size the resistor values according to the voltage you have
available.
