That someone was right, you should see it best at high, or very high power.
If you're seeing it at such low power, it's probably not your primary.  It
sounds more like your eyes, but if you say rotating just your head had no
effect, then I don't know what to suggest.  But the test for astigmatism
should be done at high power.
