I made my own rouge using a similar method. The raw material was something they sell here in SA as red oxide for colouring cement products. It is a fine powder Product data sheet indicates that it is 99%<53 micron. I stuck ~250 grams in a small ball mill. Essentially ball bearings in a rotaing plastic container and left it to run for a week. The material is 93 % Fe2O3. I have yet to do any polishing with it but the final product looks really good.
