Actually the TEC cooler is an interesting idea.  One of the things is to get
the excess water to land on something other than what you want dry.  Cooling
the air coming into the scope on the backside of the secondary could be an
interesting place.  The big problem is getting rid of the dripping water
from the cold side.  I might note that you will be running the TEC at very
low currents as you don't need multiwatts of power up there or you will get
thermal currents of significant values.  Getting a 2-5deg. F. difference
across the TEC may be about the right amount of temp difference for the job.
Try it out and see what happens.
