I've seen the article and I seem to recall the chip used was an interesting
one.  Digikey sells them (last time I looked) and they're just one little
item in their catalog and you're going to have to look for it.
As to other ways to do it, you can use a 555 and count down with some
counter chips to the desired frequency if desired.
