Hi Francis,

Personally I would stay away from powder coating completely. It is very attractive, and 
very durable, but if you ever get the smallest chip in it, and some moisture gets in, it 
will start delaminating from the metal under it, and you get big chunks of paint flaking 
off, which can't be repaired without an awful lot of effort. (gee can't imagine any 
moisture in the dry climates we observe in :)) )

I like the Krylon Ultra Flat Black for inside the scope, and generally use a light color 
(usually light grey or tan) Krylon on the outside. On a metal surface, you just need to 
sand it first, JUST BEFORE the first coat of finish paint. If alum, immediately put on a 
coat of zinc chromate primer, not the normal primer you find at Wal-ly world. This is 
available at aircraft supply stores. I buy mine from Aircraft Spruce, who also sells all 
the neat stuff if the next thing you build goes to composites.
