Francis,  Save yourself some time and money.  Black powder coat isn't all
that flat, been there, done that.  A local shop tried several times to get
it dull, but it wasn't as good as a coat of Krylon Ultra Flat Black.  This
was several years go, so they may have improved since then. YMMV

Get some flock paper from ProtoStar (add std disclaimer) if you want
antireflection.


***The flocking paper works great from my limited experience. Even though
power coat does go on as a truly powder substance it tends to (purposefully
or by accident I don't know) come out very shiny. They use it all the time
on the TV show American Choppers.
