Francis,  Save yourself some time and money.  Black powder coat isn't all that flat, been there, done that.  A local shop tried several times to get it dull, but it wasn't as good as a coat of Krylon Ultra Flat Black.  This was several years go, so they may have improved since then. YMMV

Get some flock paper from ProtoStar (add std disclaimer) if you want antireflection.
