The glue that I've used is Elmer's Titebond II.  Water resistance
means that it will sustain water for a while but eventually it
will fail the bond in some way.  The failure is usually the glue
becoming liquid again.
Take whatever you want to for glue and put it in water for a week
and see if it turns soft again.  If it does, the glue has failed
to do the necessary.
