The job isn't that impossible.  The tools needed for making
refractors are easy to buiild and use.  One of my recent articles
on my website is making the tools and using them for doing the
edging and center thickness.
You do need to keep edge thickness to a fairly constant value and
hit the center thickness fairly close also but that is more just
futzing around and knowing how much material you are taking off
of the glass at each point in the grinding than any esoteric
technique.  Probably the hardest is to get the radii of the
surfaces accurately nbut usually getting the radius  for a convex
surface just means some plate glass that gets sacrificed to make
a test plate (a surface that is what you want) and that isn't
difficult to make as a sphere to a wave or so, even with a turned
down edge when needed.
All in all, not difficult work but rather just a lot of work.
