Have you looked at the defect with your eyeball. If you view the mirror
under Foucault you should be able to see the defect if it skews the results
that bad. You say it is a turn down. Is it on both sides of center? It could
also be a grease spot like a fingerprint, or anything else that would reduce
the light from that location. 

Leaving that bad diameter out of the mix....
The 1/16 and 1/9 PV is 1/20 wave difference. 
First mirror... What you complaining about?

Leave it alone.
