It's not the tiles that get dry but rather the plaster.  Dump the
tool in a bucket of water for an hour or so and the problem will
be cured.  Leave a tip of the tool out of water and the air will
get out a lot easier.
You don't experience the effect as badly in the coarser grits as
the size of the grits allow air to get in between a lot easier
but the tool will suck up water  until it is full.
One of the minor problems with tile tools.
