If polishing, and subsequant figuring, were a "single pass" finishing
process, this might be true.  I see it as a non-issue if the motion is
sufficiently random, and the duration is sufficiently long.  Any
periodicity should be lost in the process.  

In addition, it has been mentioned before and earlier in this thread,
that pulleys are safer than a direct drive.  Any slip in the machine
will add to the randomness.

This brings up a good point for hand figuring, however.  Short of
carelessness or inattention to basics, a hand finished surface has zero
chance of showing any non-random defect.
