I have access to this journal actually (J Modern Optics). I tried to
get this paper, wanting to find the exact reference.... volume, issue,
page, etc. I did not find it. Is this paper recently submitted? I note
that this PDF does not indicate the usual journal info on the top of
the page, as is normally done for J Modern Optics.
