I just spotted an error in the language is used:

What I said:

What I should have said:
 
There are circular cutting guides (end plates) on my mandrels  
that are 1/4 inch larger in diameter than the finished ID of  the 
desired tube. 

After cutting the foam with the wire cutter, I remove the larger 
circular cutting guides from the ends of the mandrel and 
substitute circular guides that have the smaller, desired 
diameter. Then I use a "long board" to sand the entire foam
core to the correct size. It's easy, very precise and the result 
is  uniform. 

A long board is nothing more than a 2 x 4 that is a few feet 
longer than the foam. It's been checked to insure it's straight. 
Sand paper has been glued to the thin edge and it's run back and 
forth using the end plates as a guide.

Simply cut and paste the correction so that it replaces the 
error. Sorry, I was rushed
