This sounds normal to me.  There will always be some scattering.  How 
many hours of polishing did you do?  What cerium were you using?

You probably were just fine without it.  How did the figure look? 
Were you close to a sphere after polishing (before you used the beeswax)?

I would probably scrape off the wax and press the pitch into contact, 
as long as it isn't too hard.  If the channels close after 2-4 hours 
of polishing, it's probably fine.
