Questions:

1-track the sun as in track the sun when it is visible, or track it as in
track regardless of visibility , even behind clouds ?
Different approaches might be required .

2-what tracking accuracy is needed, or what error is tolerable ?
Quantify please, nature of solution depends on this .

3-define cheap . $100, $1000, $1000000? Cheap is relative .
