Variacs are indeed, as the others have stated, a form of transformer.  The
action of the device is fully magnetic.
I'll note that there are isolation transformers out there that can make the
use of a Variac (which BTW, is a brand name!) a fair bit safer.  You can get
the isolation transformers in either standard or medical ratings and I'd
suggest that you get the medical rating if you see two transformers sitting
side by side.   Even a TUV (German electrical rating) rating will be good.
Please note that even if you do use an isolation transformer, you can still
get yourself offed as the voltages are still high enough to do you in.
