[ATM] Halo balance test for turned edge from Hanagan

Every one interested in testing mirrors should read
the paper "Hanagan_Report.pdf" listed in the mirror
testing round robbin thread.  I found an unexpected
jewel there. Under Halo balance test it expains how we
can actually measure narrow turned edges using
Foucault test proceedures.

This should be particually interesting to James Lerch
and other Robo Foucault developers because it should
be easy to apply.

I know I had been wondering about what to do with the
diffraction ring as I have developed my robo test
algorithms.  I had been excluding the diffraction ring
now I will try to use it.
