There are semi-respectable, if not widely accepted, cosmological models in
which the speed of light is variable over cosmological distances. There's
even a recently published pop science book on the topic: "Faster than the
speed of light: The story of a scientific speculation," by Joao Mageuijo.
Googling on the phrase "VSL cosmology" (the common jargon for this line of
research) turns up 1,330 hits.
I have no thoughts on the original poster's proposal, but if they have a
legitimate experiment there would be some interest in it. I'd suggest
cultivating some friends at a university physics/astronomy department.
There are lots of meter class telescopes in university observatories, and
procedures for allocating telescope time are probably less rigorous than at
national observatories.
