ATM Scope-on-Trailer

Greetings:

I have recently acquired an old (1983 vintage) Celestron 14" telescope, 
with the polar wedge and tripod missing, however.  My idea is to build a 
kind-of traveling observatory by welding a pier, latitude adjustment, 
etc. on top of a small trailer.  Leveling screws would be included in the 
corners of the trailer.

I recall reading in Sky and Telescope's ATM section, many, many years ago 
about a person who had done that.  Some details were included and even 
a plan.  Does anyone recall seeing that and do you know in which 
issue that appeared?  Has anyone on this list built anything similar?
